So, I know this question probably isn't appropriate for this website at all, but I didn't really know where else to turn.

Long story short, I'm an American citizen, and my wife is a Japanese citizen LPR (Green Card). We're getting divorced, she's going back to Japan and taking our 2 year old daughter. I'm allowing her to do this, and she wants to know if we have to file some kind of form with the US government that keeps me from being able to prosecute her for kidnapping or something like that.

The Japanese visa stuff is her problem, but I'm trying to find out what needs to happen on the American end.

I've never heard of a form like that. The two things I can think of off the top of my head are:

A) file with a local court to grant her full and sole custody, so she has court papers to that effect, or

B) if you don't want to go that far, have a lawyer draft a notarized letter in which you grant permission for her to take the daughter to Japan permanently.

Either of these pieces of documentation should give her a lock-tight legal defence should you go crazy and charge her with kidnapping at a later date.
