To be honest here. If I wanted to build a church and got a huge backlash because of a very sensitive subject. I would prolly invite all people involved and figure out a way to remedy the situation. My main concern would be a place to worship for my congregation and not its location.

Hopefully that will be the case for many of those that are only using this issue to try and score political fear points. I like your idea... maybe the 'cultural center' part can draw a crowd for some time to allay some of those fears that we continue to see on signs and get irrationally yelled out at in those public meetings they've had.
