90 days immediately before.... Am I late?

I am really confused. I was reading the instructions for the I-751 form and it says that I should be filing this application "during the 90 days immediately before the second anniversary..." My understanding is that I have a 90 day window to submit this application with all the required documentation. However, im not sure if that's really what it means. I called the 1-800 immigration line and the message says that it has to be filed at least 90 days before the expiration date. I talked to one of the representatives and she said the same thing. Am I late???? I'm gonna be mailing my application this week ( about 70 days before the expiration date of my GC)Should I include a letter and also proof of why i'm late? Also, The affidavits need to be notarized? I greatly appreciate your responses!

No your not late You have a 90 day window to file prior to the expiration of your 2 yr GC. So you're perfectly within the time frame. Most people on here have mentioned they didn't have their affadavits notorized and were fine.

i'd choose a different phrase -

within 90 days

That always made more sense to me, really.
