Can you call the consulate or email them?

I am not sure if the date that a birth certificate matters or not, but I do know that they will be picky about birth certificates. I sent in one to NVC that met all of the requirements except that it was not hand written, which is required for Ecuador (but not all countries). Basically, there are several different types of birth certificates that can be issued and you need to make sure that it is the right one. That that probably did not answer your question though.

you have to have a recent birth certificate, and I dont know where you're from but for me, the embassy requested me to bring a Recent birth certificate and get it legalized so it can be used outside my country and the way to do it is getting the apostille which is the prossess to make your BC acceptable for use outside the country. Again I dont know the whole process in mexico but thats what they asked me
