Never in my life seen or heard of this, can you provide links to where it says you need one for him to visit the US from Canada?

He would apply for a B2 Visa at the local US Consulate.

Sponsorship is neither required nor advisable.

If your home country is required Visa, then Your Permanent resident brother will need one.

He doesn't need sponsor, He only needs to support his appication with letter of employment, lease or mortgage, bank statements, etc.

He can book a visa appointment and fill an online application in this web site.

https://www.nvars.com/Production/userhome.aspx

Normally this applications are approved, but be sure he brings all the support documents.
