i-864w Intending Immigrant's Affidavit of Support Exemption QUESTIONS!!!

(I'm 23 now, filing forms I-130/i-485 concurrently)

It says on the I-864w form instructions:

You must use this form instead of Form I-864 with your application for an immigrant visa or adjustment of status if any of the following apply:

(1) You have earned (or can be credited) with 40 quarters of coverage under the Social Security Act (SSA). If you have 40 quarters of SSA coverage, you are exempt from the requirement to file Form I-864. You can acquire 40 qualifying quarters in the following ways:................

THE ONE THAT APPLIES TO ME IS:

By being credited under section (213)(a)(3)(B) of the Immigration and Nationality Act with quarters worked by your spouse during the marriage or a parent during the time you were under 18 years of age;

my mom became a permanent resident when I was 10 and worked every year until I turned 18.

so that only counts as 8 years. since 40 quarters of coverage equate to 10 years.. that's obviously not enough.

But can I count my stepdad's quarters also from the day he married my mom until I turned 18 even if he didn't legally adopt me? How can I prove that he is my stepdad if we don't have the same last name? His name is listed as my guardian on my high school records... I just can't think of any other way to prove that he is my stepdad... Feedback would be greatly appreciated THANKS!
