Can i send in missing documents to the NVC before getting an RFE?

I had sent in my DS230 already without our PCC since many here in India had stated the passport office wont issue a PCC without an RFE/Checklist letter. Even the operator at NVC had stated that.

Few people on VJ have been able to show the IV bill showing paid in order to get their PCC which has worked.

My wife has been able to get her local PCC recently by doing this and now will try to get her passport PCC next week.

My question: Can i send in these PCCs into NVC before receiving the RFE from NVC or do i have to wait?

I think it's better to wait if you send it now who knows and may be misplaced in the mail or somewhere, it is a better idea if you send it when they request it, so your PCC package will be delivered upon the request. If I were you for peace of mind I just prepare PCC to mail it as well as call the operator request to speak with a supervisor and discuss your situation and ask for advice. Hey i think you should get the PCC ready and tell your wife to send it back to you.

This will anyway take 2 weeks. One week till she gets the PCC and one week for sending it to you.

So i think by this time you will already get an RFE. So better to wait and send when they ask for it.
