He can try, but from what I know a person who applies for a tourist visa must qualify for the visa on their own. If he is using the bank statement for evidence of strong ties to Egypt I don't think it will help because its not his bank account. Typically people show bank statements to show they have money in their home country and therefore will return and not leave it behind. This gives the CO and the IO more confidence that they will not immigrate illegally. If its not his money and he can't touch it, how can that convince the CO or IO he will return. If he wants to provide the statements as proof of how he will support himself once he is here, he can try it, but again, the person has to qualify on their own and its at the CO discretion to accept it as proof of financial support.

Yes he can use it, but the real question here is, how is that going to support his strong ties to his country? It proves absolutely nothing to a CO conducting the interview. In lamest terms a bank account should pretty much represent this: "I have so much money, or enough to live comfortably in my own country and to pay for my trip. Therefore, I have no reason to stay in the US to work and make a living." That's pretty much it, how's your brother's wife's bank account going to prove that? In actuality, it can't.

He can give them whatever he wants to give them, but its up to the CO discretion if they will take it into consideration.

Why does he not just get his name added to the account?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

First of all, how old is your brother? You said he is married, and his wife has bank account and he has no bank account just does not make sense to me.

Like everyone on here said, for tourist visa assuming he is applying from Egypt he will have to show really strong ties to his home country and he will return back to home country after the visit.

Land, other properties in his name, business, or letter from work, wife, kids etc can help him to show he is likely to come back home after visit.

He is inviting his money in a company , so he don't really keep much in the bank but he give's money to his wife to keep it for any emergency , and he can open a new account and put money in it but the consular isn't idiot , he will just think he took money from who ever and put it to take the visa , so he was thinking about getting bank statement of bank account has money for while or money going in and out , like that so he can convince the consular .

Beautiful patience.
