I am US citizen and applied F4 for my brother and family in Hong Kong, priority date reached, what should I expect next? He is not ready to move to USA now, how to postspone or delay NVC process or request process delay two to three years?

Please advise, thank you.

2-3 years is impossible - you have a year to reply to NVC and then you could drag your feet sending in everything they need, but it will have to be done eventually. Your brother may be able to postpone the interview for several months with a good reason. Once issued, immigrant has 6 months to move to the US.

Shelly a LPR can not just vist the US if they wish to maintain their Green Card, they MUST live in the US. The process for maintaing your LPR residency is getting sticter and many LPR will find that they will be losing their green card privileges if they continue to live outside of the US greater than what the law allows. We all must remember the the federal govt, can changes immigration laws and policies at any moment of time.

I see too many people playing russian roulette with the US Federal Government immigration laws. They are going to get caught when the US decides to lock it down, then what? Do you want to be a part of the US democracy society or not.

Shelly Yes, but they are breaking the rules that are applicable to maintaining their Green Card as a LPR of the US. Let's hope when they start applying the policies at a much stricter rate, that those people will be living where they wish to live out the rest of their life because they will lose their green card previliges. If they are US citizens then there will be no worries.
