Public urination isn't really a morality issue, sometimes you gotta pee - normally you care if you are seen peeing, when you are drunk you cease worrying about it.

As to the others, I think it is necessarily true - at some level you are not doing it because you are worried about what other people think about the issues, not because you believe it is wrong for yourself. Morality isn't something we only have a handle on because we are sober.
