I don't believe so. Even VAN you have to fax it to. I would be worried about them losing it via email anyway as so many emails seem to go into their mystic black hole, and I think they need the original version of your DS-230 and checklist with the signatures.

No you can't email them your package 3.

Not sure about faxing because iv never seen anyone fax it, only express mail or regular mail I believe. The only time I have seen anyone fax montreal anything was when it was requested information for pending approvals that were missing papers.
