The following is additional guidance from the DOS on what to expect during this transition:

  • If a case is already documentarily qualified and awaiting scheduling, the case will proceed with the DS-230.
  • If a case is still in the document collection phase and a checklist letter is sent for any reason, even if a DS-230 is on file, you will be instructed to complete Form DS-260.
  • If the NVC has already scheduled the consular interview and sent the case to the consular post with the DS-230, then it will stay a DS-230 case. Applicants will not need to complete the DS-260 unless a consular officer requests it.

This can be seen in http://www.visadoctors.com/intro/paper-immigrant-visa-applications-ds-230-transition-to-electronic-application-form-ds-260-k-visa-applicants-must-use-ds-160/

well i think u must check on CEAC.STATE.GOV website... if ur page of DS-260 is open and shows incomplete than u must complete it.

Anyone knows if we are already in the US, on another visas type, while our f4 is waiting for the priority date to be current. Do we change status by filing, or there will be an interview ?

You have two options: You can go for consular processing (CP) in your county or you can go for adjustment of status (AOS) within US. As part of both process you most probably have to go for interview (even for AOS you might have to appear for interview in local USCIS office).

Main thing you need to check is, there are some visa types which are not eligible for AOS. If you are on that visa type in US then you need to go for CP. If you decide to go for AOS please make sure you notify USCIS that you are in US and will be going for AOS. Also, AOS fee structure is different than CP. you don't have to pay for visa fee bill and I-864 fee bill which people pay for CP. Instead you will be paying AOS fee bill while filling AOS packet.

Search on AOS procedure on this site and on goole. It will give you more idea. Hope this helps.

I want to ask whether its possible for me to apply for Student visa even when I have a petition file pending. If yes, then what are the chances that I will get it? Plus, I would also like to know the difference in scholarships we get in student visa and the scholarships we get if we have a green card.

Just apply your Student Visa,if you are asked, then tell them that you have applied an immigration Visa. This will not make your student Visa more difficult.
