LPR spouses and children: According to the Senate CIR Bill The spouses and children of lawful permanent residents will be considered “immediate relatives” and their immigration applications are uncapped. Currently, only applications of spouses and children of U.S. citizens (not LPRs) are uncapped.

Does that mean if our children are aged out and are below 31 then also there is no problem as we will move to US as LPR ???????????

No. The "children" here need to be minor: below 21 years of age. Aged-out children under the Senate's bill, however, will be able to retain the original PD and be re-petitioned for "adult children of LPR," a capped preference category.
