Dude, 5 weeks movement in October (when the new fiscal year starts) is pretty damning good !

Considering the fact that those with late 2001'ish PD got their documents ready two years ago, and almost all of them are waiting for interview, I believe 3-5 weeks movement in October is already satisfactory.

Now, for the past few months the VB was slow like sh!t before 05/01/2001, and I saw minimum number of people got interview letter from US Consulate in India's website, thus I believe most visa numbers were assigned to USCIS for adjudicating adjustment of status cases near the 2001 amnesty deadline (which is exactly May 1st 2001)

Good.

3 weeks movement is Good for all of us including Pak2002 and Jolly.

Jolly and Pak2002 were losing their Credibility , because they were showing us bright future , but things were looking more dark.

But Now after 3 weeks movement , Jolly and Pak2002 got their Credibility back.

Now lets hope that it will keep moving at the same pace in future.

People have been talking about CIR for months and everybody seems to want it to be passed.

What I'm concerning about is, how would CIR help expediting the priority date and remove the backlog?

IV issurance and visa number control is a very, very simple mathematical issue - namely: supply and demand. if there's more visa numbers and lower demand, PD will move quickly, otherwise, PD will not move, held constant or retrogress.

Now, there's no way to reduce the demand because you simply cannot kick out anybody who is already waiting in line.

Therefore, the only way to remove the backlog and expedite the PD is to increase the "supply". From what I've read, CIR will add a limited number of visas (around 30K annually) to the existing 65000 quota. However, please note according to NVC, currently there're approximately 2.5 million people waiting for F4 visa !!!

Apparently, adding 30k visa numbers will not help much, compared to that 2.5 million waiting list. Honestly, I would like to CIR passed, but I doubt it would have any significant benefit to our F4 cutoff dates.
