but in october 2012 the pd was 15 march 2001 and now we are at may 1st,it means that they moved one month and 2 weeks!

Well , I am not sure what is happening.

Immigration reform could have its impact on priority dates as well.

if they are eliminating F3 , F4 AND F1 Altogether , than it could be the reason that now they won't move the dates forward.

immigration reform will speed the PD process because F4s have huge demand thats why PD much slower than 2012 movement.

Yeah right it will introduce before 17 April and it is 100% sure because Senate Judiciary committee schedule hearing on 17 April for legislation.
