It looks that we will have more than 2 weeks movement: Please read

Only persons with a priority date earlier than a cut-off date are entitled to allotment of a visa

number. The cut-off dates are the 1st, 8th, 15th, and 22nd of a month, since VO groups demand

for numbers under these dates. (Priority dates of the first through seventh of a month are grouped

under the 1st, the eighth through the fourteenth under the 8th, etc.)

A question.

I've read the instructions to I-130 many times and I believe I understand correctly that I can file for my adoptive sibling. For whatever reason (maybe someone told me) I was under the impression that both my sibling and I have to have been under the age of 16 at the time of adoption, but I do not see that in the instructions. They only state that the adoption has to have taken place before the child's 16th birthday. Am I correct in thinking that I can file?

Also, does the 2-year custody by the parent rule apply here, if it is me (the sister) who is filing and not his adoptive mother? The wait is so long that these two years will have passed anyway by the time the petition is approved.

From the USCIS website

Additional Documentation for Siblings through Adoption, Step Parents or Paternal Half-Siblings

If you and your sibling are related through adoption, please also submit:

A copy of the adoption decree(s) showing that the adoption took place before you or your sibling (the adopted child) became 16 years old.

USCIS webpage

This will not be over quickly. You will not enjoy this.

Thanks. I guess I missed that.

Still sounds like only one of the siblings (the adopted one) has to have been under 16. It doesn't say "both" or "and"...
