oh - this actually MIGHT be straightforward -

'certifications' by a state's 'dept of state' office occur on a regular basis.

In some instances, for USCitizen going to China to marry, a USCitizen __might__ get the prior divorce records -

--certified by original issuing authority then

--certified by the state's 'Dept of State' office then

--certified by USA Dept of State office then

--presented to China Consulate/Houston for further apostille and certification then

--presents this document collection to the Marriage Office somewhere in China, to prove up that he's legally free and clear to marry.

so, check in with yer state's 'Dept of State' office - talk with a filing clerk (usually not the first person that answers the phone, btw) and inquire what they can do to make an 'apostilled copy' of yer passport document. If they do it, hey ! should fit the requirements that GUZ IV has thrown out to you.

Guangzhou IV Unit replied today, and said the notarized copy with the notary signing and stamping each page is OK. This is good news.

But there was an unpleasant surprise, they mentioned certified tax returns from me and the cosponsor. Drat! This was not mentioned on the original blue slip, and I did not file for two years prior to last year. I don't know if I have to pay the fee for the IRS to certify that I didn't file for a tax return or what. I emailed them again to clear that up.
