Doesn't really matter. He can either fill out another form, sign it, and send it to you or you can send that one back. Whichever is fastest for you guys.

The packet is for your information... it will not be used by you at the interview

YMMV

The important question here is whether the petitioner signed the I-129F which was sent to the USCIS. If the USCIS I-129F was not signed, the consul officer could (and probably would) ask for an original signed I-129F when the beneficiary has their interview.

Chinook was required to submit another original I-129F because all of the boxes which required tick marks printed out without the tick marks, and I overlooked it. :bonk: That I-129F made it all the way to the U.S. Embassy Manila, and Chinook made it all the way through her interview with no problem until the very end. The consul officer required us to submit another original I-129F.

Ironically, even though none of many boxes on our first I-129 were ticked, the consul officer was only interested in the unticked box regarding the question about whether the petitioner had ever been convicted of any crimes. The consul officer only required that particular page to be submitted again. However, Chinook and I took no chances. I three-day FedExed a complete new original I-129F to Chinook which she promptly submitted to the Embassy. She had her visa in hand the following week. :D
