evidence of legal custody?

I tried to obtain a passport for my son who is now 16 and has lived with me here in the US since 2000, and I got a letter saying that I have to prove that I have "legal custody" of his. His father and I run our divorce in Brazil and it was mutually agreed that I was to have legal custody. Even though I have a copy of the divorce agreement, it is about 8 pages long and somewhere in there it says that I have custody. Would something else suffice? Has anyone there run into the same problem?

I called both the passport center and the USCIS today to elaborate on this. Customer representatives in both offices I spoke with told me that they are not "allowed to elaborate" on what kinds of evidence are accepted for custody or anything, beyond what is written on the form. The USCIS officer told me that to have my question answered, I should contact "an attorney, a community-based organization or a professional forms preparer"

For those who think they will be treated with more dignity once they become naturalized, I got news for you. :bonk:
