You would have to first and foremost be legally resident for a minimum of 6 mos.... visiting does not count as legally resident...

Filing Petitions for Immigrant Visas in Havana

Federal regulations state that only persons who can demonstrate that they reside in Cuba will be allowed to file an I-130 Petition For Alien Relative at the Interests Section in Havana. All persons not residing in Cuba should file their petitions with the Department of Homeland Security's Bureau of Citizenship and Immigration Services (USCIS) in the United States.

Allow me to ammend the statement. If one is studying for 9months and receive temporary residency.. Will the US recognize that Temporary residency? Could you do the process?

Since the situation in Cuba is different than most every other place in the world... best place is to simply call and ask....

For additional information regarding immigrant visa processing, please contact the Information Unit at (53)(7) 834-4400 (Monday-Friday, 8:00 AM-4:30 PM).
