hello VJ, i'm not sure if this should be posted here but i didn't know which forum

my husband and i are considered a lower income family. we used a co-sponsor to get me here to the states on a K1 and my green card interview for AOS is at the end of august.

in northern michigan they have sliding fee discounts for medical and dental. its not insurance but you have to pay a membership for the year and show proof that you make under a certain amount to qualify.

my card says " northern health plan for the uninsured" my question is Is this considered means tested benefits like food stamps or is it a gray area because you have to pay a membership and the service is only available in three offices in the local area.
