Anybody knows about expedite request procedure

Hello Everyone! I requested expedite my mom's file and i called the embassy in peru to make sure that they had gotten the request and they told me that they didn't have anything in their email address and the operator told me that the official might have this but he had been gone for more than 1 week and she gave me the right email address to send the request so i called NVC back and i talked to Supervisor she told me that they did request and that they have to follow the procedures however she couldn't tell me if it is sent by email or mail ...anybody know??
