I'm by my own admission not 100% sure, but I believe that in order to receive any medicare benefits, the immigrant needs to have accumulated a certain amount of units. Full medicare (retirement money) requires 40 units which is equal to 10 years, but there are disability benefits that kick in earlier. However, no payments into SS, no money out.

Medicaid is a means tested benefit. In order to be eligible to means tested benefits, the immigrant needs to have his Green Card for at least 5 years.

Somebody correct me if I'm wrong.

There is no room in this country for hyphenated Americanism. When I refer to hyphenated Americans, I do not refer to naturalized Americans. Some of the very best Americans I have ever known were naturalized Americans, Americans born abroad. But a hyphenated American is not an American at all . . . . The one absolutely certain way of bringing this nation to ruin, of preventing all possibility of its continuing to be a nation at all, would be to permit it to become a tangle of squabbling nationalities, an intricate knot of German-Americans, Irish-Americans, English-Americans, French-Americans, Scandinavian-Americans or Italian-Americans, each preserving its separate nationality, each at heart feeling more sympathy with Europeans of that nationality, than with the other citizens of the American Republic . . . . There is no such thing as a hyphenated American who is a good American. The only man who is a good American is the man who is an American and nothing else.

I almost agree with you Bob. Medicare is actually the medical part of the whole system and not the pay part, but other than that you are correct. No money in, no benefits out is my understanding. Medicaid requires (as I understand) 5 years as an LPR to begin obtaining benefits but check with your state to be sure.

The issue here is will the embassy issue her an immigrant visa? At her age I doubt it unless proof of private health care insurance can be provided.

Obamacare may eventually help.

I think after 5 years you still have to buy in as you will not have the contributions.

There is some limited schemes for new immigrants, expensive and lots of exclusions etc.

Consulate issues, maybe, it seems uncommon.

You will be responsible for her medically ( assuming you sponsor her ) Insurance will run you hundreds of dollars a month , and there will have a lot of exclusions and she may have to pass a medical before qualifying. immigrant insurance link
