They're saying that USCIS is developing a form to be used for people who cannot afford to pay the immigration fees. It's in the federal register, which means people can comment on the form and make suggestions on what to add/take away. After that period, they'll theoretically use the comments to improve the form before its final release.

You can apply for a fee waiver now, but I think that there's no form to do so - it's ad hoc. So they're trying to fix that by creating a form that people can use.
