I would say no to that question.

Becasue, you have to send that form to the embassy and they review it before setting an interview date.

They may do as you say and let you bring the photo to interview, but they may not. If something is missing they will ask you to submit the missing information before setting the interview date, so delaying and prolonging the process.

My personal opinion is send everything they ask for and ensure everything is complete and correct and you will have a smooth journey.

You can bypass the photo and bring one to the interview. I did that. My interview is set for Aug. 10th. You have to go through the steps of "uploading" a photo and it will tell you its not a proper one and you can move on to filling out the rest and sending it/printing it. We had trouble at first with this too.
