got news for you on that one. a federal suit has been filed in NY challenging the "may issue" discretionary basis of CCW in new york, and it likely will go to the supreme court for validation. with this court, it's nearly a slam dunk. $hitcago will have to fold immediately thereafter on the issue. the 2nd has been determined to be a "fundamental right", so any due process restrictions on it must meet the standard of strict scrutiny. a blanket ban on carry, or even a "may issue" effective ban that leaves discretion entirely up to any level of .gov is toast. you will have legal CCW by "shall issue" nationwide within 2 years, and "jim crow" laws will not be allowed to stop it by imposing onerous conditions.
