DID I MAKE A MISTAKE?

I was all for filing a DCF when I came across the the INFO page. it said the following:

If so, for all or only for US citizen who is lawfully resident in your country? Residents_Only

Even though I have been here for over 2 years and 8 months, by renewing my passport every 2 months, does this mean I am not a resident?

Has anyone else filed a DCF living as I do? We have been married over 2 years and 8 months, so am wondering if I did a mess up. Any help would be appreciated.

Different countries' embassies have different rules on residency. If your embassy's website specifically says for residents only, then that's probably their rule. However, it might be an idea to check with them what they consider to be 'residency' - as that definition is also different in different places.

Hopefully someone else who has done DCF in the Phillipines can shed some light, otherwise I'd see if you can squeeze a yes or no from the embassy there.

What's the INFO page?

It might help you to know that there is a USCIS Field Office in Manila. You need to find out what *their* residency rquirement is (not the Consulate's).
