We all know it protects the civil rights of the Legal Citizens of the USA.

Delusions do not make your point here.

If the government acts accordingly to the approval of the populace then it should be consistent and act so in all matters; as long as civil rigths are not abused.

Uh no, he's saying that popular opinion is good as long as it is an opinion that does not violate the constitution. For instance, popular opinion said that the US should enter World War 2 after Pearl Harbor. This was good (though late in coming). Shortly after popular opinion said round up Americans of Japanese descent and intern them in a camp allowing some to die. That was not good and it went against the constitution.

Actually, it does. There is no referendum, no recall, no initiative process in the US Constitution. There are no popular votes of any kind on anything, as far as the Federal Government is concerned. This is a republic, not a democracy. Even the President is selected by electors if possible, and chosen by Congress if not, or in at least one case, arguably determined by the Justices of the US Supreme Court.

Federal income taxes, not federal taxes. Social Security and Medicare taxes are federal taxes.

Let's not forget the earned income tax credit which pays many people more back than they pay in, in the first place. I will admit that many people pay more in FICA taxes than they do with federal income taxes. The range of deductions for income taxes can mean huge net rate drops in tax percentage. But the FICA amounts are pretty much locked. It's always baffled me why there is a continuous never ending argument about income taxes. But very little on FICA taxes.

To be a bit on the cheeky side, SS and Medicare are not taxes (according to the government). They are "contributions." :D
