We've heard from people that these two steps can only be done in certain parts of Canada (specifically Vancouver and Toronto). Is this true? She is from Winnipeg and we're hoping that both of these steps can be taken care of there.

That is a big no to Winnipeg.... Montreal or Vancouver..

YMMV

Check with VJ members in the Canada regional forum regarding where the physical can be done.

Here is information from the Vancouver Consulate regarding the interview as payxibka stated:

The U.S. Consulate General in Vancouver processes fiancé(e) (K1) and spouse (K3) cases for citizens of Canada, or aliens who are Canadian permanent residents. Applicants must also be residing in British Columbia, Alberta, Saskatchewan, Manitoba, the Yukon or the Northwest Territories. All other applicants in Canada are processed at the U.S. Consulate General in Montreal.

There is no interviews in Toronto. Toronto is ONLY medicals.

Montreal is the only interview place for CR1 IR1 and for K1

Vancouver only does K1.

Medical can be done in Vancouver, Montreal, Toronto.

Just to echo a few other posts, all immigrant visas interviews are done in Montreal and Montreal alone. Other visas can be taken care of by the other US consulates but any immigrant ie green card interviews are at MTL.

Medicals can be done by three civil surgeons contracted by the US gov't - they are in Vancouver, Toronto and Montreal.

Good luck
