processing times

I've just been looking at the statistics for processing times and it looks like they are speeding up compared to the past 6 months to a year. In the past 3 months for example applications going through Vermont/UK embassy have signficantly speed up. Can someone confirm if I'm reading this right and is that why the K3 visas are becoming ab it obsolete?
