I'm a full-time college student with ZERO income.

My uncle will be my co-sponsor.

I know we both need to fill out the I-134, and supporting documents from my uncle.

Do I need to send a statement say I have no income and that's why I didn't file the tax form?

Does the statement need to be notarized?

I'm in China now, do you know how to get it notarized if needed? What document should I bring in order to prove I'm a student with no income?

US Embassy / Consulates do notary work for US Citizens. China is a big place, there are several cities with Consulates, then there's the Embassy in BeiJing.

re: statement for 'no income' - nope, not need to be notarized, at all.

re: documents - school transcripts, letter from degree advisor (stating which degree plan you are in, and how much longer to go )

on further reflection, and reading your other posts -

You fill out an I-134, show 'none' or '0' on income/assets questions. Include a letter of attestation as to WHY you not have any income (full time student, parents provide most support to YOU, you have $X money awarded in scholarships and grants to support yer schooling, blah blah blah ad.naseum. )

Co-Sponser shows all income. Include certified copies of birth-certificate of co-sponser.

If co-sponser filed joint return with spouse, include spouse's certified copy of birth-certificate also. Most IV units (except China) will accept standard photocopy of the co-sponsers birth certificate, but GUZ IV is 'more hard' on documents, as is 'high-fraud Country' .

No need to notarize anything - but bear in mind 'certified copy of birth-certificate' usually obtained at county clerk's office, or something similar (different names for 'birth recording office' with the county ).
