Hi, can anyone give us some ideas.I petition my two step daughters and it was approved and they lived with us right now here in US. So now I want us to formally adopt them jointly with my wife. Their biological father is still alive back in philippines, but he never contact them or send a cards even though he had our contact number and address.

Our question is Can we file the adoption here in US? even they're born in philippines? please give us an advice. Thank u so much.
