WTF India wants more doc than USCIS for a tourist visa

On my way to Sri Lanka I have a connection in India and I just looked at the website and they want more documentation from me than USCIS asked me for my I-130, #######? What makes them so special??? I guess I have to play ball since I already paid for my tix, but this will be the last time I visit or fly through India...Anyway does anybody know how long it would take to get a visa from them, I'm a USC?

2/02/2010 - NOA1

2/07/2010 - NOA1 - Hard copy

3/31/2010 - NOA2

4/1/2010 - NOA2 - Email & Text (~58 days)

4/5/2010 - NOA2 - Hard copy

NVC - Taking my time with it...

4/8/2010 - got NVC case # & gave them email address (~ 1 week)

4/13/2010 - Choice of Agent email from NVC (~ 5 days)

4/14/2010 - Email sent to NVC with "Choice of Agent

4/19/2010 - NVC email confirming "Choice of Agent" email (~5 days)

4/20/2010 - NVC email with AOS and IV bill

4/23/2010 - AOS fee paid & package send

4/26/2010 - IV fee paid

5/21/2010 - IV pack mailed to NVC

5/28/2010 - NVC received IV packet

6/10/2010 - SIF & RFE (for PCC different for Sir Lanka)

6/11/2010 - CC (with RFE)

09/29/2009: I-130 NOA1
01/25/2010: I-130 NOA2
03/23/2010: Case completed.
05/12/2010: CR-1 interview at Mumbai, India.
05/20/2010: US Entry, Chicago.
03/01/2012: ROC NOA1.
03/26/2012: Biometrics completed.
12/07/2012: 10 year card production ordered.

09/25/2013: N-400 NOA1

10/16/2013: Biometrics completed

12/03/2013: Interview

12/20/2013: Oath ceremony

TWOV (Transit Without Visa):

Visa required, except for Those continuing their journey within 24 hours, on first available connection to a third country and holding confirmed onward ticket. Leaving the airport transit area is not allowed. Note: international transfer facilities are very limited at most Indian airports.

Passengers in transit through airports with limited facilities will need to be escorted to their connecting flight. Please contact carrier(s) concerned to check if transit is possible.
