Similar to the Removal of Conditions filing, can you file 90 days in advance of the 3-year residency requirement (for those married to US citizens) to become a citizen or do you have to wait and mail in the paperwork at exactly the 3-year point?

In short, yes. An LPR, if married to a USC, is eligible to apply for N-400 "up to 90 days before you meet the 'continuous residence' requirement." :thumbs:

You can apply up to 90 days before the 3rd anniversary of the Green Card as long as you have been married 3 years when you file as well as meeting the physical presence requirements and would meet the residency requirements on the 3rd anniversary of the green card. If your interview is scheduled before your 3rd Green card anniversary, they will hold off on approving the application until you do meet that requirement as well.
