My Russian wife has been here with me in the USA for almost two years, We just filed for ROC and her 10 year GC. Her unmarried, 19 year old son (he was 16 when we married in Russia) wants to immigrate to the US at this point in time.

What is the process? Does he have to get in line for a visa number or not?

File an I-130 to the lockbox address in Chicago.

He was under 18 at time of your marriage, so he qualifies for CR-2 derivative visa.

IIRC, he will have 'immediate priority date', no long waiting.

File soonish, though, is potential for age out.

Is also possible to ask for expedite with the I-130 submittal packet - see http://www.visajourney.com/forums/topic/255138-k3-k4-visa-converted-to-cr-1-by-national-visa-center/page__p__3918125#entry3918125
