What do you mean by "bringing your mother to USA?"

Are you asking for the immigration process or just for a visit?

If it is to visit, your mother will need to apply herself, nothing you can do. Sh will need to show significant ties to her home country (job to go back to, close family such as husband and grandkids, business and or home ownership etc).

If it is to immigrate, are you a US citizen? Immigration visas take a while and she is unlikely to be in the USA for the birth of your next baby.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

If it's just a visit, there is an online application for the visa now through the embassy website.

The short answer is that you can't as a LPR (Greencard holder), you need to wait until you are a US Citizen to petition your mother.

A LPR cannot be a sponsor for parents.

You have to be naturalized first and then petition I-130 for your mother.
