On behalf of a Romanian friend: His fiancee is going to study in Belgium for one year, and he will be moving there with her in September. Will they be eligible for DCF after residing in Belgium for one year? As a Romanian citizen, my friend should be able to obtain Belgian residence without any problems; I don't know, however, if her student visa will allow her to claim Belgium residence. What do you think? Thanks.

I live in Belgium and you can't get a Belgium ID card just because you study here.

You need to have a Belgium ID card for the embassy in Brussels.

You need to go to your city hall where you planning on living to ask how to get an id card if you come from another european country. They don't speak english here that good so i hope a friend of yours speak good dutch because your going to do some paperwork
