Major League Baseball teams prepare Latino rookies for Arizona law.

Illegalimmigrant fighter sheriff Joe Arpaio need not be concerned. Theyalready have all the paperwork an immigrant - and baseball player -could want.

The Arizona Rookie League starts Monday, with some 150 or so prospects from Latin America taking part.Unless a court decides otherwise, the state's much-debated immigrationlaw will take effect on July 29. The season ends a month later.

The Cleveland Indians have taken extra precautions to be sure their young Latin players aren't caught unaware and unprepared.

"Weheld a seminar under the direction of our cultural developmentdirector, Lino Diaz," said Ross Atkins, the Indians' player developmentdirector. "We brought in a local police officer to explain thesituation and issued each player an ID card so they don't have to relyon carrying around their visas and paperwork with them."

TheMilwaukee Brewers believe they are ready for the law, having issuedidentification cards to their players for the past three years. Eachcard has the player's photo and information on how to contact Brewersofficials if authorities question why the player is in Arizona.

"It's a preventative measure," assistant general manager Gord Ash said. "We haven't had any problems so far."

TheBrewers started the program because they were staying in acrime-plagued part of south Phoenix. The club has since moved to ahotel near the Glendale entertainment district but still issues thecards.

The Dominican Republic, as evidencedby big league rosters, is fertile ground for prospects. According tobaseballreference.com, 503 Dominicans either have played or are playingin the majors, including Arizona Diamondbacks pitchers EsmerlingVasquez and infielder Tony Abreu.

For Dominican players today, the Arizona Rookie League is often the first step into the pro game.

Thepreliminary roster of the San Diego Padres includes 10 players from theDominican Republic and one apiece from Colombia and Mexico. Their agesrange from 19 to 21.

This is where concern about the new immigration law comes in.

Thestatute requires police, while enforcing other laws, to ask about aperson's immigration status if there is reasonable suspicion that theperson is in the country illegally. A young Latin player who speaks noEnglish might fit that description.

The lawignited protests around the country, including some at ArizonaDiamondbacks road games, by those who feel it encourages racialprofiling by unfairly targeting Hispanics.

Thesinging duo of Daryl Hall and John Oates recently canceled a scheduledappearance following a Diamondbacks game to protest the immigrationlaw. There were calls to pull next year's All-Star Game out of Phoenix,but commissioner Bud Selig said play on.

ArizonaGov. Jan Brewer, who signed the bill into law, said the state had to dosomething about illegal immigration because the federal governmentwasn't.

Polls have shown wide support for thelaw in Arizona and around the country, but at least half-dozen lawsuitshave been filed challenging it. The U.S. government may file one, too,so it's uncertain whether the law will take effect as scheduled.

Someteam officials said they weren't overly concerned because they don'tallow players to wander far from the hotel where they are staying.

"MajorLeague Baseball has a great relationship with local authorities,"Kansas City Royals general manager Dayton Moore said. "... We havelocal police come in and talk about areas players should avoid. There'ssecurity at the hotel. You've got to go out of your way to mess up.That's not to say we don't have situations occur. But when it doeshappen, it's usually centered around alcohol or females."

Theissue is not confined to the rookie league. The Cincinnati Reds thisyear became the 15th major league team to have its spring trainingfacility in Arizona. Players are coming and going all the time, forextended spring training, rehab work or a variety of other reasons. Atspring training next year, their numbers will grow to the thousands,from the big league clubs and throughout their minor league systems. Asignificant percentage will be from Latin America.

Manyof the ballparks are at the far edges of the suburban sprawl that isgreater Phoenix. The San Francisco Giants, though, play in downtownScottsdale, within walking distance of restaurants, bars and a bigshopping mall.

"We keep players pretty closeto the complex, going to the hotel and mall," said Bobby Evans, theGiants' vice president of baseball operations. "Guys don't have cars ora lot of means of getting out. It's a little different now (with thenew law). We haven't had any problems and we don't anticipate any. Theplayers have been there a while now, since spring training, so sincethe law came out and they know about it. Our staff keeps the playersapprised."

Tony Reagins, general manager ofthe Los Angeles Angels, said he's been around player development longenough to know that at some point, some 17- or 18- or 19-year-old willget in trouble.

"So you have to give them theproper resources and information, so that at least you can be ahead ofit as opposed to trying to react to it,'" he said. "Our staff downthere has done a great job of keeping our guys in line."

It's business as usual for the Angels in the rookie league - almost.

"Wehaven't altered the way we develop our players in any way," Reaginssaid. "We're still sending the same types of players to the ArizonaRookie League and into the state of Arizona, so that hasn't changed. Wehave just made our players aware that they should have theiridentification with them at all times. But other than that, we don'tsee any difference in how we're going to operate."

I heard that it's the Law to Eat Road kill in North Carolina, I also heard there's a law that the only position which is legal to have sex only in the missionary position in MA, why isn't these laws enforced?

Heck, if it's the law to have your license when you drive, why is it the officer just hands them a ticket for forgetting their license?

This is no different than a legal permanent resident having their greencard left at home. When asked for it, he or she can bring the office home to look for it. Simple.

Tell me how many laws in Arizona are neglected or never enforced?

Anyway, pointless to argue with you since you never had any education in Law and just follow what you hear in the media.

I heard that it's the Law to Eat Road kill in North Carolina, I also heard there's a law that the only position which is legal to have sex only in the missionary position in MA, why isn't these laws enforced?

Heck, if it's the law to have your license when you drive, why is it the officer just hands them a ticket for forgetting their license?

This is no different than a legal permanent resident having their greencard left at home. When asked for it, he or she can bring the office home to look for it. Simple.

Speaking education in law.

The road kill law you speak of doesn't exist. They have a right to the animal that was killed.

Missionary position laws are thing of the past but in some cases have been charged against poeple in cases such as rape, sexual acts in public etc. Charging people for this in side their home with out following proper laws of obtaining the facts is a violation of the privacy act.

It is a misdeamenor to not have your drivers license with you while driving so it is not neccessarily an arrestable offense unless coupled with other misdeamenors or other charges.

of course this is in most states.

A person with a greencard is registered and if it is forgotten it can be obtained.

An ILLEGAL ALIEN no matter what status has no such LEGAL documents which can be obtained

What we have here is BIG MONEY again trying to cover up that it is helping ILLEGAL ALIENS break not only AZ laws but FEDERAL LAWS and the only reason is tobenefit the company.

also in response to what laws are ignored or neglected...As any judge, attorney, police officer will tell you the law is the law if you break the law expect to be charged and possibly convicted.

Just be cause you speed past an officer on the road and he doesn't do anything doesn't mean the next cop will not pull you over. Just because you walk across the street not using the crosswalk doesn't mean the cop will not stop you and give you a ticket. just because you did not get a parking ticket today doesn;t mean it will not happen tomorrow.

I find it very funny how these wackos who says you need to carry an ID around turn around and ignore the other laws that are out there. If the law is segregating a group or trying to outcast a group, every conservative is up in arms on it. But, for the other laws, they forget about them.

What I do for a living has been mentioned before and is not really of your concern either. Singling or daring to call me out on something just because you disagree with a position is absurd and distracting from the topic at hand. You find it easier to try and attack someone because of who they are than actually discussing an issue.

I would challenge you on the basis that the overwhelming majority of congressmen/senators are all lawyers/have law degrees and look at the mess they have gotten us into.

Not everything is as simple as looking through the window and going with what you hear. Sometimes a mixture of studying/common sense has to kick in as well.

as for the original idiot's statement that you don't need to carry your green card around, or at least a copy of it, he is wrong. policemen do not get paid to drive you back to your house so you can rummage around the dresser drawers for it. it's easier for them to just put you in cuffs and throw you in the back of their car, and it's sanctioned now, too.

idiot baseball teams thinking that their player identification cards are a get out of jail free card for violation of immigration law in regard to posession of documents need to let the air out of their heads so there's some left for us to breathe.
