I think what I/we plan to do is have me going over there on VWPs now until we sort something more long-term out (if we both decide we want that). Please don't assume that because I am 'only' 21 that I'm not serious about her because I am, although I can see it from an immigration officers point of view, where they might think I'm just trying to get into the US to marry her and stay.

VWP seems the best option at the moment, and I think I'm going in October for 3 weeks which should be a blast.

I met my husband at 22 and married him at 25. This forum is filled with recent college grads (~22) getting married. The comment had nothing to do with your seriousness or maturity in deliberately considering your marriage decision. However, it is just plain statistics that a 21 year old (or a 25 year old like me) hasn't acquired any assets of significant value yet. The vast majority of early 20's year olds just aren't tied down which makes a move to the US, long visits (adventures!) to other countries possible in the first place. It's a great time of life - just not so much for convincing immigration officers that you have serious obligations at home which will compel your return.

Anyway, 3 weeks should be quite a reasonable time. Make sure you print out your itinerary so they can see your return date. :)

Did that last time and got asked to show it!

Also got asked where I was staying, who with, and how I met her.

They knew last time I went that I was meeting my Girlfriend but they knew I was also due to leave the country 12 days from entering so I guess they didn't see it as any problem =)
