i-130(returned to be reviewed for possible revocation

Timeline

My wife was not denied visa stamped on her passport but was given a letter that the application be returned back to uscis to be reviewed for possible revocation.USCIS have received it since 04/05/2010.can I forget that and reply right away?can anybody tell me what to do.

This is a CR-1 visa that was denied at the interview and sent back to USCIS for revocation, yes?

03/27/2009: Engaged in Ithaca, New York.
08/17/2009: Wedding in Calcutta, India.
09/29/2009: I-130 NOA1
01/25/2010: I-130 NOA2
03/23/2010: Case completed.
05/12/2010: CR-1 interview at Mumbai, India.
05/20/2010: US Entry, Chicago.
03/01/2012: ROC NOA1.
03/26/2012: Biometrics completed.
12/07/2012: 10 year card production ordered.

09/25/2013: N-400 NOA1

10/16/2013: Biometrics completed

12/03/2013: Interview

12/20/2013: Oath ceremony

I also got such a letter from consulate in GUZ saying the petition (CR-1)from my husband for me will be sent back to USCIS for review and possible revocation. I got the EMS package with this letter on 27th June 2010, and the decision made by consulate was on 24th May 2010.

My husband and I provided a-10pounds-package with supportive documents to prove our marriage relation to fulfill the requirements made by consulate after interview. It is impossible to get such a result if consulate really takes time on reading our proof and our love story. Another funny thing is an assistant in GUZ Consulate General called me on 27th May 2010 and asked me my return address in China, and I told this assistant, I did provide and wrote clearly in the Cover Letter of supportive documents package that the return address is on the second page of this cover letter in both chinese and english. Also the return address is clearly on a page alone not mixed with any information or statement. This assistant said I provided so much stuff and probably consulate didn't see it. Can you guys believe? The consulate has made decision on 24th May 2010 shown on refusla /revocation sheet, and assistant called me on 27th May and said consul didnot see the return address I provided which is so clear. I really wonder did that female consulate actually read our documents.

Now we really don't know what we should do. It seems on that revocation letter it says clearly we cannot contact GUZ now for any information as they r returning our case back to USCIS. Can any of you here give me some suggestion and advice on how we can start this fight with them? Should we wait or not? I read a lot on this brilliant forum, many people said donot wait, but if we wont wait, what we should do now? I wonder if GUZ will return my 10pounds documents to me or send to USCIS altogether with my husband petition?
