Yes - once you take the oath, you will get the certificate. And Yes, it is the certificate that you need to submit with your first passport application and then receive it back in the mail.

Thank you. What do you mean by "receive it back in the mail" ? That htey keep it and send it back with the passport? I didn't know they would keep it.

They keep it if you apply in the post office. Then they mail it back in an envelope separate from your passport.

If you do the walk-in expedite passport (traveling within next 14 days) in the passport agency you just show them the certificate and they return it to you. You can look up all passport agencies on travel.state.gov - look under passport, expedite.

Also some oath ceremonies will actually have a Passport table set up that you can just apply after the ceremony right there. The only problem is there could be a long line up as everyone is trying to do it immediatly. But that's another option if your oath ceremony offers it and you have time to hang around after...
