Hello,

Can a disabled US citizen petition for a relative (nephew, he is currently in USA) for caregiver? such as employment authorization or any other application?

no. since he is undocumented in the country he cannot file for him, labor certification takes many years, and he would also have to put an add for 3 weeks and interview people. he has to show that there is nobody that can do the job.

of course he can try if there is an immigration reform depending on the conditions of the reform and change of laws.

and he cannot petition him as a family member, since uncles and aunts cannot file directly for nieces and nephews.

sorry not for now, unless he has been with legal status all the time in the US.
