A friend of mine lost his green card about 3 years ago and didn't replace it since then, he just has a police record of his wallet been stolen. However, he nows want to apply for US citizenship because he has been a resident for over ten years. does he need to re-apply for the green card before he can apply for citizenship?

He should've gotten a new one three years ago. The rule is if you're naturalizing within next 6-12 months you don't have to get a new one.

Wow, how did he get by for 3 years without a GC? The way some talk here, an immigrant needs to carry the real GC on his person at all times, including to the bathroom.

Now your story has convinced me: Just make a good copy or two of the GC, and stash the GC in the safebox next to the passport and keep it safe in the safe!

It costs $325+ USD to replace, no? How many of us routinely carry that much cash in yer wallet on a routine basis? :whistle:

Hope your friend gets by without having to buy a new one!

In my opinion, notifying the police is one thing, but notifying USCIS is another. Someone could've found his GC, and has been using it since then without USCIS knowing that it is the "wrong" person. The police have nothing to do with a lost GC....

I've preaching this for years: the green card belongs into a save place, next to the passport and the emergency cash. I live in Southern California since 1992 and have not once been asked about it. I have a friend whose card expired over 5 years ago, and she won't want to spend the $310 to get a new one.

However in case of naturalization the least thing needed is an I-90, and I believe that's when they take your money in any case. Then again, he would have spent the cash 3 years ago already, had he applied for a replacement card in "a timely manner" so there's really no penalty involved.

What - committing an offense (not carrying GC ) for all this time with total contempt for U.S. law ?

As a persistent and deliberate law breaker, this isn't a person of good character and so cannot be granted citizenship !
