Just like any other visa , you have to have a reason that meets the expedite criteria to get it approved. If you think you have one of the reasons then yes. The one approved most consistently is imminent military deployment , followed by a near death condition of the petitioner.

The last three items in your list are not needed with the petition and the G325a is never needed for a child.
