Here is the answer to your question.

H.R. 3657 (International Marriage Broker Regulation Act) was discreetly attached to H.R. 3402 / S. 1197 (Violence Against Women and Department of Justice Reathorization Act of 2005).

The House voted twice on the bill, and the Senate voted twice. But on only one occasion (out of four) were the vote results counted!

The House voted on September 28th, 2005 (415 yeas - 4 nays) and on December 17th, 2005 (voice vote - record not kept). This was after 5:00 PM on the Saturday before Christmas! The Senate voted on October 4th, 2005 (passed by Unanimous Consent - record not kept) and December 16th, 2005 (passed again by Unanimous Consent - record not kept).

This link is a summary of the bill:

http://icreport.loc.gov/cgi-bin/bdquery/z?d109:HR03402:@@@X

Here are the names of the four Representatives who bothered to read the bill...realized that it is UNCONSTITUTIONAL to regulate communication between consenting adults...and voted nay:

Martin Meehan (D-MA)

Ronald Paul (R-TX)

Thomas Tancredo (R-CO)

Diane Watson (D-CA)

There were 14 Representatives that were absent. Everyone else voted 'YES'. Here is a link to results of the House vote on September 28th:

This law was intended to regulate International Introduction Agencies (the proper term) and their customers by feminist extremist groups with ulterior motives to keep American men away from foreign women. Instead our government has chosen to crack down on all K1 and K3 visa applicants no matter how the couples actually met. As a result, 10,000 marriages are on an indefinite hold by the U.S. government!

In addition to blaming your Representative and Senators, the proponents of IMBRA were: Senator Maria Cantwell (D-WA), Rep. Rick Larsen (D-WA), Senator Samuel Brownback (R-KS), and Rep. Frank Wolf (R-VA). They were befriended by the Tahirih Justice Center (of Falls Church, Virginia) with propoganda, lies, and cooked statistics regarding abuse of 'mail order brides' (a derogatory term).

Indefinite?????? Baloney.

Blaming??? A matter of which perspective one has. Many also dont blame anyone for the reasons behind IMBRA coming into being....only its implementation by DHS/USCIS.

the four that voted against it should be voted out of office at their next election.

Tancredo is my congressman. I will be sure to vote FOR him in the next election.

All that is necessary for the triumph of evil is that good men do nothing.

It's not that cut and dry who voted for it. IMBRA was tacked onto the VAW act. That was tacked onto some "must pass" legislation. The IMBRA ammendment was introduced just before the Christmas break and was approved on a voice vote. I doubt if most of the congress was even aware of the law or what it would do. To stop it would have meant killing the VAW act which would have been political suicide. In short, it was snuck in. I don't blame the legislators but I do blame the system that allows things to be tacked onto important bills without proper oversight. I say the pres should be given the line item veto. Not just Bush but all presidents should have the power.

The basic premises of IMBRA are something that would be hard for just about anyone to vote against. However, the implementation part is totally unacceptable, abysmally executed, and bordering on criminal, IMO. There really is no excuse for making innocent people suffer unduly while the feds figure out how to implement a new law. But good grief - look what happened when they put DHS in charge of FEMA, the agency that is supposed to manage disasters such as Katrina. Talk about inept and unconscienable - people really did lose their lives because of bureacratic incompetence and poor leadership.:dead::bonk:
