This question has probably been answered before but I cant find it. Is it possible to complete the consulate information packet even before the NOA2 is done and forwarded to the consulate? We are wanting to get her physical, and police check, and pay the fees now so when they do get the visa packet at the consulate we can just call right away and schedule the interview rather than waiting until after the packet is finished and then calling to schedule the interview. Is there any rule against this or any expiration dates on these forms we need to be concerned about?

No, you need to wait until the embassy has received your case before you can send them anything. If you start sending them stuff, they won't know who it belongs to since they won't have a case number that's assigned by the NVC.

I think there is a partial misunderstanding of the question. There is no reason you cannot begin getting together the stuff you will need for the interview now. Police reports, birth certificates, divorce decrees... and all the translations and certifications that will go with it. Go to the Kiev embassy website and download their KEV-1 form to see what you will need. Ask again on VJ if you are uncertain on some of it. (E.g., you do NOT need the DS-230 for a K-1). Sure, some stuff takes a long time, start now!

Diana is right that you can't do the physical or pay any fees until the embassy has your packet from the NVC. I believe the police reports do have a lifetime, they're either good for 6 months or a year. Forget which, but either way you should be good. My Kiev interview is in 2 weeks and will be 6 months after filing the I-129f and that includes one RFE. You may be faster. Good Luck!

As far as required documents are concerned - go ahead and start with it. But with the forms to fill out for the interview at the consulate/embassy, I would advise you wait until you have an interview date as forms may be updated.

GOOD LUCK!

You can download everything in advance, forms, instructions, everything. Look for forms and proofs Here, you can get everything in Russian too. I sent all of it to Vika before we had a KEV number (indicating the embassy can track your file). You can not schedule anything until you get your KEV number if I recall. Vika did her physical a week or two before the interview, and had everything else done way before. Some of the forms and translations are going to take time.

Have her get the PC ahead of time as it can take several weeks to get.... For consulate purposes, the PC is valid for up to one year. The medical cannot be done ahead of the NOA2 as the clinic needs the KEV number assigned by NVC.

Moving to consulate forum as all questions regarding the consulate process should be posted there

Yes. In fact we completed everything before we submitted the petition, including the permission letter from the father. The ONLY things we waited a little for were they police certificate and the I-134 which I took with me to the interview and prepared the day before I left. (it had been partially prepared but I waited for the last check stubs, etc.) The Police certificate we got in May, just after the NOA2. We could have done it before we filed the petition.

With the Kiev consulate it is highly recommended you do this because you do not send anything to Kiev, there is no "packet 3" to wait for and return. As soon as they have the petition you can make an interview date...IF you are ready.

We did everything before hand because I wanted to "dry run" through the whole thing and make sure we had everything. What would be the point of going through all this and finding out the father would not sign off for the boys to leave? I wanted ALL the hurdles jumped ahead of time...no surprises, no last minute panics, etc.

Diana

You do not send anything to Kiev. You bring it all with you. Yes, you need to wait to do the medical exam, you can schedule it one day before the interview. It is easy to do.

You can prepare everything now and it will pay benefits when it is time to schedule the interview
