Hi,

Can someone apply for a K-1 visa while under a student visa in the USA?

What should a student do to legally marry a US citizen while under a J-1 visa, should he go back to his country and apply for the K-1 after the end of the J-1 or can he apply already while in the USA?

You can file for Adjustment of Status once you are married and you do not have to return to your own country...

not quite. You had better find out if you are subject to a two year home residency requirement imposed upon some J-1 visa holders. If you have this requirement, you will need a waiver before you could adjust status based upon marriage.
