We ended up just using the binder.. From the date we sent the application (6/23) to the date that we got the letter from the consulate (8/5) it's been less than two months!

Good luck to everyone else and thanks for the advice.

I just used paperclips and a cover letter

they will use 2 holes at the top when they file it in their office

Ditto....Government Agencies use the two hole punches to make flipping through the docs faster. It's not a national treasure to them. Just one of the many files to be processed.
