What are my options when this happens, can I report them to USCIS and have their visa re-evaluated?

Depends on what type of scam operation is being run. May need to start with local authorities, maybe report to ICE. What is the scam and what demographic is being targeted? Maybe a case for both.

It's across state lines if that is what you are asking. It is car parts, and there are 10 or 20 people that have had their money stolen.

Is J-1 on au-pair or student/work program? You can also notify their organization, I know they're not happy when a program participant engages in illegal activities.

if they are advertising items for sale on E-bay and not delivering them, and are stupid enough to tell you about it, you can report them to their school, which will drop them from the program for ethics violations, to the local police, to the US postal service (if they are receiving money thru the mail), or to a few local rednecks who might happen to have a burlap bag, a rope, and a baseball bat handy. a 30 pack of beer will usually provide said rednecks with all the incentive they need to take care of this guy.
