in consideration of a recently locked thread, i was reminded of an issue that is about to make the news again. in july all PR born peoples will have their birth certs revoked, and will need to apply for a new one. various articles found on google with the search criteria "PR birth certs voided" provide a wide variation in estimates of the number of people illegally in USA on a PR birth certificate. estimates vary from 4,000 to 400,000.

the truth will become apparent as people in PR begin to file for BC that are currently being used by a wide variety of central americans currently in USA. MS13 appears to be the chief purchser of fraudulent PR BC, and appears to be using them to arrange status in USA for drug traffickers and their families. these people will be found out as USCIS compares birth certs granted in PR to birth certs used for entry into USA.

If you were born in PR, you will need to apply for a new birth certificate, but they will not be available until after July 1st. Gov. Luis Fortuño signed a law making all old birth certificates processed prior to December 2009 not valid in any federal agency.

WASHINGTON, D.C. - There are some major changes coming for identity measures if your were born in Puerto Rico.

Your birth certificate will become void as of July 1st - part of a new law designed to reduce identity theft and passport fraud.

The U.S. State Department reports that 40 percent of the 8,000 cases of identity theft and passport fraud in the United States is related to stolen Puerto Rican birth certificates.

Some think that birth certificates are too accessible in Puerto Rico where they are needed for enrolling children in school, registering to vote, and even signing kids up for dance lessons.

According to U.S. Customs and Immigration, a Puerto Rican birth certificate runs for about $5,000 to $10,000 on the black market.

Puerto Ricans born on the island receive an American Social Security number and are eligible for a United States passport from birth.

I hadn't realized that was why they were issuing new ones, but it makes sense. Puerto Rico has a ton of dominicans that migrate here, both legally and illegally, and I imagine several of those eventually try to get into the US.

This new law will have no effect on real puerto ricans, who'll just get their certificate and get on with their lives.

Canada has a similar rule for citizenship-certificate issuance (I checked into this, because I may have to help my dad get his reissued--he misplaced the original citizenship card when he moved to my sister's home)--birth/baptismal/marriage certificates issued by Quebec prior to 1994/01/01 are NOT acceptable as proof.
